Composition of the HRC


President of the Human Rights Council, Mr. Federico Villegas, opens the meeting for the purpose to vote on draft resolutions of the 49th Regular Session Human Rights Council.



Vote on Draft Resolution A/HRC/49/L.32 - "Ensuring equitable, affordable, timely and universal access for all countries to vaccines in response to the coronavirus disease (COVID-19) pandemic" - Ecuador, Azerbaijan (on behalf of the Movement of Non-Aligned Countries) ------> ADOPTED without a vote


Ecuador: States that its essential for the international community, fair distribution guarantees the fundamental human rights for all. The HR council has a duty to adopt the measures to ensure countries can promote human rights in all areas to counter the pandemic. It's the priority for all countries to step up cooperation to promote production, distribution of vaccines, and to lift restrictions for distribution of vaccines.

Azerbaijan: States that COVID 19 threatens development and under developed countries. Less developed countries are less very behind; we need to make sure no one is left behind. We need to build unity, equality of access to vaccines, and strengthen international cooperation. Calls on all members of the state to support this resolution.

Vote on Draft Resolution A/HRC/49/L.30 - "Situation of human rights in the Syrian Arab Republic" - United Kingdom of Great Britain and Northern Ireland, France, Germany, Italy, Jordan, Kuwait, Netherlands, Qatar, Turkey, United States of America


United Kingdom: Presents on behalf of the United Kingdom of Great Britain and Northern Ireland, France, Germany, Italy, Jordan, Kuwait, Netherlands, Qatar, Turkey, United States of America. Many tragedies have happened in the conflict, leaving no Syrian family untouched. This council needs to address this tragic situation. Send a message to Syrian people, you are not forgotten. This resolution focuses on the key violations in Syria, concerns for the people in Syria. Calls on Responses on conflicts on children and international accountability. The Council should adopt this resolution, and call all countries to vote.

Vote on Draft Resolution A/HRC/49/L.13 - "Situation of human rights in Belarus in the run-up to the 2020 presidential election and in its aftermath" - France (on behalf of the European Union)

France: France (on behalf of the European Union). 1 years ago, the council was concerned about the HR situation in Belarus, entrusted a mandate to undertake violation of HR violation, in order for the perpetrators to be brought to justice. Due to a lack of budget, the high commissioner still managed to generate a report. The report increases our concerns, more than 40 thousands people are behind bars by expressing their fundamental rights. Concerned about cruel treatment to the detainees, thousands of people are forced to flee their countries. Lack of independence of the judiciary is unacceptable. Belarus cut off cooperation with the high commissioner's office. Such denial is counter to the value of what this council is built on. Council should continue to investigate. We thank all input by others for promoting human rights.

Belarus: States that last year the draft was submitted, Belarus rejected the original draft. Due to a lack of genuine intention for a real dialogue. They did not want to accept any changes proposed by Belarus. This year will be the same thing, the text is 100% duplicated from last year without considering Belarus. Belarus is not like what they say, the western countries are distorting the truth. The deceitful motifs and hypocrisy behind will be shown. Travel has been blocked for a year for Belarus, athletes have been banned from participating in Olympics' games. Sanctions have reduced agricultural production around the world. These harmful sanctions are being adopted without the consent of Belarus. The paragraph is taken out of the text of the report. It's legitimate. There was no forced landing of flights. This council should not lose its attention. Therefore we are submitting the amendments and asking for support respectively.
